As per the bylaws, both bylaws and policies are binding upon Association members.

Bylaws are implemented by a 2/3 supermajority vote at Annual or Special Meetings, and can be changed by a 2/3 supermajority vote at any Annual or Special Meeting. Bylaw changes can be recommended by any member or by the Board of Directors.

Policies are implemented in accordance with the bylaws by a simple majority vote of the board of directors, and can also be changed at any Annual or Special Meeting with a simple majority vote. Policy changes can be recommended by any member or by the Board of Directors.
